I am Farrah Kaye Tindugan, from UL- Consumer Business Unit based in Manila, Philippines. I am currently doing research for a company client whose products are mainly apparel and is importing to Bosnia and Herzegovina.

In line with this, I would like to ask the following regarding clothes/apparel:

1. Does Bosnia and Herzegovina have regulations on imported clothes labelling and packaging?

2. Are there regulations on imported clothes regarding restricted chemicals, flammability requirements, or other quality testing?

3. Are there special requirements for the entry of clothes with Leather, Fur, Feathers, or Stuffed Articles?

                Do clothes made from animal-related parts need Sanitary and Phytosanitary (SPS) certificate?

4.Are the following EU regulations also mandatory in Bosnia?

- Regulation (EEC) No 3254/91

- 338/97/EC

- EN 12934:2000

- EN 13758-2:2003+A1

Dear Sir, Regarding your inquiry, we can provide you the following answers: 1. The following regulations apply to labelling clothes in Bosnia and Herzegovina: • Law on Consumer Protection in BiH(„ The Official Gazette of BiH“, No. 25/06) • Law on Consumer Protection in Republika Srpska („Official Gazette of RS“, No. 6/12) • Law On Quality Control Of Certain Product At Import And Export („ The Official Gazette of the Federation of BiH“, No. 21/97) Labelling of clothing is carried out according to the following standards, which refer to the products of natural and artificial skin: - BAS EN ISO 3758:2013 - Textiles - Care labelling code using symbols - JUS F.A0.011:1978 – Textile, Marking, labelling and packaging of textile products - JUS G.B1.035:1984 - Finished leather, fur and products of natural and artificial skin Marking, labelling and packaging 2. Regulations relating to the restriction of chemicals are: • Law on chemicals („Official Gazette of RS“, No.29/09) • Rules on Conditions for Limitation and Ban on Production, Marketing and Use of Chemicals („ The Official Gazette of the Federation of BiH“, No.100/10) The Federation of BiH prepared a preliminary draft of the new Law on Chemicals. 3. We don't have available information about special requirements for the import of clothes with Leather, Fur, Feathers or Stuffed Articles . 4. European standards which you mentioned in your query: EN 12934:2000, EN 13758-2:2003+A1:2006 have been adopted as the BAS (Bosnia and Herzegovina) standards by Technical committee BAS/TC 48 - Textile, leather, clothing and footwear. BAS EN 12934:2011 - Feather and down - Composition labelling of processed feathers and down for use as sole filling material BAS EN 13758-2+A1:2011 - Textiles - Solar UV protective properties - Part 2: Classification and marking of apparel Standards are not mandatory because use of standards is voluntary, except in cases where the mandatory use is specified by certain regulation. On our web site at the “BAS Standards Catalogue” section you have a search option where you can find a list of approved B&H standards from that area. Following EU Regulations: (EU) No. 1007/2011, (EEC) No. 3254/91, (EC) No. 338/97/EC have not been adopted in Bosnia and Herzegovina yet.
