Premazne boje

 Poštovani,
Zadužena sam za regulatorna pitanja u UBIFRANCE-u, francuskoj Agenciji za razvoj međunarodnog
poslovanja, pod okriljem Ministarstva ekonomije, industrije i zapošljavanja Francuske.
Zamolila bih da mi pomognete sa sljedećim pitanjem:
Možete li mi, molim Vas, reći da li je za uvoz u BiH boja HS broj 32 08 20 90 u aerosol paketu
potreban certifikat o sigurnosti ili odobrenje ili dozvola za uvoz? Ovo se odnosi na premazne boje
(uklučujući emajle) i lakone na osnovi sintetičkih polimera ili hemijski modificiranih prirodnih
polimera, dispergiranih ili otopljenih u nevodenom mediju.
Također, da li postoji neki poseban postupak za uvoz ovog proizvoda osim eventualno posebnih
dozvola/odobrenja ? Da li postoje obavezni standardi koji se trebaju poštovati? Ako da, koji
standard(i) je u pitanju?

Dear Ms Sivaliant,

   Regarding your query from 13th May 2014, we can reply the following:

In the Customs Tariff for 2014 (“Official Gazette of B&H” No. 102/2013), under the heading No. 32 08 20 90 are the following:

   Paints (including enamels) and varnishes based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in a non-aqueous medium; solutions as defined in Note 4 to this chapter:

- based on acrylic or vinyl polymers;

- other.

   Import of these products is not equally regulated in the entire territory of Bosnia and Herzegovina.

   For the territory of Federation of Bosnia and Herzegovina, the producer should submit Safety Data Sheet for the specified product to the Federal Ministry of Health. Upon reviewing the Safety Data Sheet, the Ministry shall determine which import regime is applicable to the particular paints.

   In Republic of Srpska, competence in the field of chemicals lies with the Ministry of Health and Social Welfare. For the territory of Republic of Srpska, Safety Data Sheet should be prepared in accordance with the Law on chemicals (“Official Gazette of RS” No. 25/09) and the Rulebook on the content of Safety Data Sheet (“Official Gazette of RS” No. 104/13).
